Billy Dullman was raised in the Malimali region, located in the stone country south of Maningrida, Arnhem Land. He belongs to the Nawakadj subsection and Lambirra clan. His journey as an artist began during his childhood when he engaged in rock art alongside his father.
Billy underwent the traditional young man’s ceremony at Malimali before relocating to Maningrida, where he secured employment on a freight boat. His responsibilities included sailing between Maningrida and Darwin and manually unloading cargo. During this period, Billy married his wife, Dorothy.
Billy briefly returned to Maningrida before settling in Oenpelli several years ago. It was in Oenpelli that he fully embarked on his artistic career, focusing on creating works on paper and bark. Presently, Billy resides in Katherine with his three daughters.
